The protocol increasingly conforms. The philosophy must pass the same suite it preaches: A11 — the receipt is the proof. No count, convergence, or identity claim without a checkable surface.

Strongest where mechanical and falsifiable. Weakest where confident round number or theological register. Fix is identical at every layer: derive the count or delete it; prosecute the axiom or drop it; tag causal contact or stop saying convergence.
